On page 55 of the HC edition of World War Z, when the author is interviewing Breck Scott, Scott says the "the only rule that ever made sense to me" was that "fear is the most valuable commodity in the universe" and that his mantra is "Fear sells."
His reasoning, although extreme, is interesting and fits well into this story of Zombies.
